MG William E. Ingram, Jr.

The Adjutant General of the North Carolina National Guard

Major General William E. Ingram, Jr. was appointed to the position of Adjutant General on July 16, 2001.  As the Adjutant General, he commands nearly 12,000 Citizen Soldiers and Airmen of the North Carolina Army and Air National Guard and is the Governor’s principal advisor on military affairs.  Since his appointment, General Ingram has served as the Chairman of the Force Structure and Modernization Subcommittee (Army), Adjutants General Association of the United States; as the Chairman of the Army Reserve Forces Policy Committee; and as a member of the General Officer Steering Committee of the Continuous Process Improvement Board.

General Ingram is a native of eastern North Carolina and earned a Bachelor of Science Degree in Textile Chemistry from North Carolina State University in 1972.  His military education includes graduation from the US Army War College, the Executive Course on National and International Security from George Washington University, the Black Sea Security Program from the JFK School of Government at Harvard University, the Reserve Components National Security Course from National Defense University, the Terrorism in Low Intensity Conflict Course from the JFK Special Warfare Center and School at Fort Bragg, and the US Air Force Joint Firepower Control Course from the US Air Force Ground Operations School at Hurlburt Field.

Commissioned a second lieutenant, while earning the distinction of Distinguished Graduate, through Officer Candidate School, North Carolina Military Academy in 1972, General Ingram spent the next 29 years in a variety of command and staff positions in North Carolina, Croatia, and Macedonia.  His command assignments include Infantry Company Commander, 1st Battalion, 119th Infantry, 30th Infantry Brigade; Battalion Commander, 1st Battalion, 119th Infantry, 30th Infantry Brigade; Commander, 139th Support Detachment and Task Force Pershing in Croatia; Commander, 60th Troop Command, and Commander, Task Force Sabre and Camp Able Sentry (1st Infantry Division) in Kosovo.  He also served as the Chief of Staff, United Nations Preventative Deployment (UNPREDEP) in Macedonia.

General Ingram’s awards and decorations include the Legion of Merit, Meritorious Service Medal, Army Commendation Medal, Army Achievement Medal, Armed Forces Expeditionary Medal, Kosovo Campaign Medal, Global War on Terrorism Medal, Armed Forces Service Medal, United National Medal (UNPREDEP), NATO Medal (Yugoslavia), NATO Medal (Kosovo), The Brotherhood of Arms Award (Republic of Moldova), Air Assault Badge, and Army Staff Identification Badge.
